I would call Harris County and find out how weatherization and energy audits are given to contractors.
There are two primary resources for "local" information in any metro area which can be of great value as you get started.
Chamber of Commerce: in Houston, it's www.houston.org
Economic Development Council: in your case, these appear to be the same organization
Also, it is common for each state business licensing agency to offer (and I hate to use the words) so-called "business friendly" information. Never forget, if the folks who man state offices were so good at business they'd be out running their own. Nonetheless, since you must get a business license, it doesn't hurt to ask your licensing authorities (better yet, visit their website) and see what resources, if any, exist in your area.
First place I would send you would be to the local SBDC (Small business development center) - they usually have seminars with good information to share and otherwise counselors. Another option is your local SCORE (service corps of retired executives). This is a group of senior mentors helping for free. Sometimes your local chamber of commerce can hook you up, but check on the web.
